Advancing civic rights through innovative monitoring and reporting services.

Civsy was created to address the growing need for transparency, accountability, and advocacy in the face of challenges to civic freedoms worldwide. Organized by Mimeta, a Norwegian organization established in 2008, Civsy builds on Mimeta’s legacy of championing universal human rights, with a particular focus on artistic rights and freedom of expression. Over the years, Mimeta has become a trusted ally for artists and civic activists facing censorship, suppression, and systemic inequities.
Civsy aims to shed light on the often-hidden violations of civic rights by empowering local communities with the tools, data, and networks needed to document, report, and address these challenges. The goal is to make rights violations visible and actionable, ensuring that affected individuals and communities are not silenced or ignored.

From a mapping conducted by the “Support for Safeguarding Artists” program, Mimeta identified a critical gap in the protection of artists: the absence of reliable data sources documenting the extent of abuse against artists and their works. When mapping organizations in this sector, it became clear that while various groups advocate for artistic freedom, the lack of comprehensive data hinders effective intervention, policy-making, and resource allocation. Without quantifiable evidence, it is difficult to assess the scope of threats, trends in persecution, or the effectiveness of protective measures. This data scarcity limits visibility into censorship, harassment, imprisonment, and violence targeting artists. Addressing this challenge is crucial to strengthening advocacy efforts, mobilizing international support, and ensuring that artists receive the protection they need to continue their work without fear of repression. Recognizing this need, Mimeta sought to develop a solution that would provide structured, accessible, and accurate information to drive informed action and safeguard artistic expression worldwide.

The First Commitment:

Civsy’s inaugural initiative is therefore a monitoring and reporting service for censorship against artistic expressions in the SWANA region (South West Asia and North Africa). This service aims to expose and document incidents of censorship that affect artistic freedoms, providing the data and insights needed for advocacy and reform. This project is supported by the Norwegian Ministry of Foreign Affairs and is part of the Mimeta Program “Support for Safeguarding Artists”, wich is supporteted by Ford Foundation.

At the core of this initiative is a network of local researchers and reporters. These dedicated individuals identify and document cases of censorship, leveraging Civsy’s data platform and editorial tools. This system ensures that data collection is both accurate and reliable while also fostering regional ownership and agency in tackling censorship issues. Ettijahat – Independent Culture, founded in Damascus in 2011, coordinates the local reporters in the region and serves as the regional editorial hub. Their expertise ensures regional sensitivity, accurate documentation, capacity building, and collaboration, strengthening the initiative’s impact on artistic freedom.

To ensure the success of this initiative, we collaborate with ArtsEquator, a respected organization that manages the Southeast Asian Arts Censorship Database. Their extensive experience in documenting censorship cases across six Southeast Asian countries (2010–2022) provides invaluable insights into building effective monitoring methodologies. By learning from ArtsEquator’s proven approach, Civsy is creating a strong foundation for the operations in the SWANA region. This partnership enables the deliver of high-quality reporting, amplify local voices, and build a robust, scalable model for monitoring civic rights.

Technology platform:

We are now developing the application that will be hosted on an AI-platform in Norway. It will be based on an understanding of modern AI systems as increasingly leveraging a hybrid approach that combines dynamic data retrieval with advanced generative capabilities to produce accurate, relevant, and timely outputs. This method involves two core stages: first, identifying and extracting pertinent information from datasets or document repositories in response to a query, and second, synthesizing this retrieved data into coherent, context-rich responses using language models. By integrating these components, AI solutions gain the ability to tap into real-time updates, proprietary knowledge bases, or specialized domain content—overcoming the constraints of static training data. This ensures outputs remain aligned with the latest information while maintaining the nuance and creativity of human-like communication.

The approach is particularly valuable in fields requiring precision and adaptability. This fusion of retrieval and generation empowers organizations to build AI that’s both knowledgeable and agile, bridging the gap between vast information landscapes and actionable insights. It’s a step toward more transparent, trustworthy systems that adapt to user needs without compromising depth or reliability. When the platform is finalized during spring 2025, we expect broad interest in the Civsy platform, both from the benefit it will have for anyone concerned with civil rights and for the innovative solution. This is also why we have established Civsy as a stand alone service outside the Mimeta organisation.
